摘要： 本研究分析全球康复需求状况以及服务发展与需求间的差距，倡导全面实现世界卫生组织“全球残疾行动计划2014-2022”目标，扩大康复服务覆盖面，提升康复服务质量，加强康复服务的监测，建立纳入功能、残疾和康复服务的国家信息系统架构与体系，从而能够最大限度地满足功能障碍者的康复服务需求，促进联合国2030年可持续发展目标的实现。

Abstract: This paper discussed the gap between the unmet needs and services of rehabilitation at global level and advocated implementation of "WHO Global Disability Action Plan 2014-2021". The following recommendations had been made: expanding coverage, improving quality, enhancing monitoring, and integrating data of functioning and disability, and rehabilitation into national health information system. It is important to develop rehabilitation to meet clients' rehabilitation needs to promote realization of the United Nations Sustainable Development Goals 2030 (SDGs).
