大学生身体活动与健康:健康和教育政策的跨领域融合发展研究

Physical activity and health for college students: cross-sectoral integration and development of health and education policies

摘要:

目的 系统分析世界卫生组织(WHO)、联合国教科文组织(UNESCO)、欧盟和中国促进大学生身体活动、青少年健康与精神卫生方面的跨领域健康政策架构与战略重点,探讨将身体活动相关的健康政策融入大学生健康及优质体育教育的政策体系的方法。

方法 基于WHO的健康促进架构,参照“将健康融入所有政策”(HiAP)方法,对WHO、UNESCO、欧盟和中国健康相关政策进行内容分析。

结果 在健康领域,国际社会已形成以健康促进为核心的政策体系,以及HiAP的治理理念。WHO《2018-2030年全球身体活动行动计划》及精神卫生等相关战略,确立了身体活动作为促进身心双重健康的核心措施。欧盟“增强健康的身体活动”建议为将全球战略转化为可监测的跨部门区域行动提供了方案。中国《“健康中国2030”规划纲要》与“体教融合”等国家战略在政策动员和资源配置上展现出强大优势,在政策系统性、实施方法参与性以及评价导向等方面,与国际框架各有侧重。在教育领域,国际政策强调健康促进与教育融合,已从保障体育课时演进至推广优质体育教育和身体素养理念。通过《喀山行动计划》和以《奥卡纳根宪章》为代表的“健康促进大学”框架,校园体育被提升至服务可持续发展和促进整体福祉的战略高度。中国的《全民健身计划(2021-2025年)》和《高等学校体育工作基本标准》则为这种融合提供了具体的实施方案。

结论 针对大学生身体活动与健康这一跨领域议题,国际社会构建了以健康促进为基础,融合身体活动、青少年健康和心理健康政策的整合性政策架构,旨在建立更全面、系统、包容的健康促进路径。在高等教育领域,健康与教育政策的融合发展趋势显著,身体活动不再被视为孤立的体育教育问题,而是解决非传染性疾病、提升精神健康、促进青少年全面发展和实现可持续发展目标的关键交叉战略与政策。我国应在“体教融合”基础上,依据健康促进原则,进一步拓展HiAP的跨部门协作;政策目标除关注体质达标外,还应兼顾内在兴趣、愉悦体验和终身习惯养成;积极借鉴健康促进大学的整体系统观,构建能够促进每位学生身心全面发展的支持性校园健康促进生态系统。

Abstract:

Objective To systematically analyze the cross-sectoral health policy frameworks and strategic priorities of the World Health Organization (WHO), United Nations Educational, Scientific and Cultural Organization (UNESCO), European Union (EU), and China in promoting college students' physical activity, adolescent health and mental health, to explore the ways integrating physical activity-related health policies with the polices of college students health and quality physical education.

Methods Based on WHO's health promotion framework and with reference to the "Health in All Policies" (HiAP) approach, a content analysis was conducted on health-related policies of WHO, UNESCO, EU and China.

Results In the health sector, the international community established a policy system centered on health promotion and the governance concept of HiAP. WHO's Global Action Plan on Physical Activity 2018-2030 and related strategies on mental health identified physical activity as a core measure to promote both physical and mental health. The EU's recommendations on Health-Enhancing Physical Activity provided a scheme for translating global strategies into monitorable cross-sectoral regional actions. China's national strategies, such as Healthy China 2030 Planning Outline and Integration of Sports and Education demonstrated strong advantages in policy mobilization and resource allocation, with distinct focuses compared to international frameworks in terms of policy systematicity, participatory implementation and evaluation orientation. In the education sector, international policies emphasized the integration of health promotion and education, evolving from ensuring Physical Education Hours to promoting Quality Physical Education and Physical Literacy. Through the frameworks like Kazan Action Plan and Health Promoting Universities represented by Okanagan Charter, campus sports was elevated to a level of serving sustainable development and promoting overall well-being. China's National Fitness Program (2021-2025) and Basic Standards for Physical Education in Higher Education Institutions provided specific implementation plans for such integration.

Conclusion For the cross-sectoral issue of college students physical activity and health, the international community has constructed an integrated policy framework based on health promotion, integrating policies on physical activity, adolescent health and mental health, to establish a more comprehensive, systematic and inclusive path. In higher education, the trend of integrating health and education policies is significant; physical activity is no longer regarded as an isolated issue in physical education, but as a key cross-cutting strategy and policy to address non-communicable diseases, improve mental health, promote the holistic development of youth, and achieve the Sustainable Development Goals. China should, on the basis of Integration of Sports and Education, further expand HiAP-based cross-sectoral collaboration in accordance with health promotion principles; policy goals should not only focus on physical fitness standards, but also consider intrinsic interest, enjoyable experience and lifelong habit formation; and actively draw on the holistic systems perspective of Health Promoting Universities to build a supportive campus health promotion ecosystem that facilitates the comprehensive physical and mental development of every student.
