从《世界残疾报告》看国际特殊教育的现状与展望

摘要: 《世界残疾报告》指出,与健康儿童相比,残疾儿童入学率低,长期入学率和升学率更低。一系列障碍在教育政策、教育体系和教育服务等方面限制了儿童接受主流教育的机会。这需要制度和学校层面上的改变,以消除各类硬件和软件上的障碍,并且提供合理的调整和其他支持服务,这样才能够确保残疾儿童平等接受教育的机会。该报告对我国特殊教育发展的启示:完善制度建设,健全师资培养体系,促进社区接纳,从而更好地保障残疾儿童的受教育权利。

Abstract: According to the World Report on Disability, compared with the normal children, the enrollment rate of the handicapped children is lower, as well as the rate of in-school children and their chances to get further study. A series of barriers limit the opportunities for these children to accept the mainstream education in such aspects as education policies, systems and services. To solve these problems, the education system and schools have to make some changes so that we could remove all kinds of hardware and software barriers and provide a reasonable adjustment and other support services. Only based on these improvements can we ensure the handicapped children have equal chances to accept education. And the report enlighten us that we should perfect the system construction as well as teacher cultivation and promote community inclusion to ensure the right of education of disabled children.
