Community-based Rehabilitation for Persons with Disabilities in China: Development of 30 Years and Perspectives

Abstract: This paper reviewed the key periods in 30 years' development of community-based rehabilitation (CBR) for persons with disabilities in China. The measures for CBR development were discussed forward, including to implement the Regulations of Disability Prevention and Rehabilitation for Persons with Disabilities for pushing the legal development of CBR, to explore ways of multi-supplying for CBR sustainable development, to integrate CBR into general situations for realizing rehabilitation for all persons with disabilities, to strengthen institutions building and talents training for improving CBR capabilities, to standard the CBR actions for providing safe, effective and precise rehabilitation services, to promote the gaining sense of persons with disabilities from CBR services through balanced development of CBR in urban and rural areas.
